To establish Kerala as a nationally recognized materials-to-systems hub for semiconductor design, trusted and high-reliability electronics, advanced materials, space electronics, AI hardware and deep-tech manufacturing capabilities by 2030 — driving innovation, economic growth, supply-chain resilience and technological sovereignty.
Mission
Build a globally competitive chip-design and semiconductor R&D ecosystem · Build national capability in trusted semiconductor systems, radiation-tolerant and high-reliability electronics, space, defence and maritime electronics · Develop advanced semiconductor materials, strategic-mineral intelligence and circular electronics · Establish multi-city semiconductor innovation clusters · Reach 100,000 learners and develop 5,000 industry-ready professionals by 2030 · Enable Kerala-based startups to access fabrication, IP and EDA resources · Ensure responsible and sustainable semiconductor development.
Differentiated National Positioning
Kerala will not replicate the high-capital fabrication strategies of other States. Its proposition is to connect semiconductor materials, chip and system design, trusted electronics, testing, packaging, product engineering, startups and market adoption through institutions that already exist — IIITM-K's academic and AI base, Kerala Startup Mission's incubation network, ISRO facilities, the strategic-mineral capabilities of IREL and KMML, the process-engineering capabilities of FACT, and a mature deep-tech ecosystem.
Six Key Objectives
1. Establish focused Centres of Excellence in chip design, materials and compound semiconductors, advanced packaging/ATMP and embedded systems. 2. Build a structured, scalable talent pipeline. 3. Enable a fabless and design-led startup ecosystem. 4. Drive application-focused semiconductor innovation for healthcare, EV, marine, communications, energy, agriculture and public infrastructure. 5. Build trusted systems, strategic materials and supply-chain resilience with ISRO, KMML, IREL, FACT, C-DAC and BEL. 6. Adopt a phased and prudent investment strategy.

Governance
The Mission is steered by the Electronics & IT Department, Government of Kerala, and executed through the Semicon Keralam Headquarters led by the CEO. Verticals — Planning & Strategy, Operations, and Research & Technology Translation — coordinate the centres and programmes, with Kerala Startup Mission, Technopark, KELTRON and industry stakeholders as key partners.
